You can do your own explicit allocate via FTP if you want.

Check out the SITE command. You can say something like (from memory)

site cyl pri 5 sec 1 dir 20

which is roughly equivalent to SPACE=(CYL,(5,1,20))

and then a mkdir which will create the PDS.

It's easily enough done with the lately deprecated "squatty boxes":
