Yes, it does.
All you have to do is to set up 3270 emulator. Choose CP1025 and don't
forget to use proper keyboard.
I'm not sure about ISPF settings - is there any terminal type dedicated
for Russia? However you can work on default setting, all you can loose
is ability to change UC LC and SORT (etc.) in ISPF editor
BTW: I saw both your emails. First is unreadable for me. I reviewed
message source for both - they differ significantly.
