I second that and confirm I have never seen VTAMLIB in a LINKLST either. To be sure, I searched the z/OS 1.12 Communications Server bookshelf (http://publibz.boulder.ibm.com/cgi-bin/bookmgr_OS390/Shelves/F1A1BKC1) for LINKLST, and only found a reference to RIT for NCP.
So it seems the VTAMLIB DD would be referenced, not the LINKLST one.
