your job selects SCRTC1 to allocate temporary datasets pointed to by DDname SYSUT4, which has nothing to do with your problem. You need to have a look at where SMP/E wants to allocate space for your SMPTLIBs. Have a look at DDDEF SMPTLIB in your GLOBAL zone, and tell us which volume is defined.
