Possibly DYNALLOC does. Some time around 1980 IBM "fixed" some problem
that I don't remember by sticking an STIMER WAIT for a second or so
into Dynalloc under some circumstances. This was before the days of
STIMERM, and so of course if the user program had an STIMER of its own
outstanding, it was clobbered. IBM rejected the complaint, saying that
there was no guarantee that Dynalloc wouldn't issue STIMER when it
felt like it.

That was a long time ago, so who knows...
