Don't confuse TSO with ISPF. There are debugging tools for TSO
applications that do not deal well with ISPF and there are debugging
tools specific to ISPF applications that don't deal well with non-ISPF

Have you tried the ISPF diagnostic facilities, normally under option

There is no such thing. Do you mean ISPF panel navigation? If so, I'd
suggest an ISPF trace.

Perhaps you're thinking of TSO TEST, but it's not appropriate for most
ISPF issues.
