There is definitely a way to do it because FTP does it. You can submit a job and wait for it to complete with FTP.
SITE FIELTYPE=JES GET jcl.file where.you.want.msgout.to.go is the syntax, from memory. I seem to recall something with using an ACB rather than a DCB to submit the job. Take a look into that.
