I wish there were more. There are many questions---Diamonds?| Rubies?| Emeralds?--about which differences among competent, informed people are possible, even likely. This is not one of them. Local times can be supported where they are needed on transaction documents and the like without using them to run a sysplex or network. GMT/UTC is the only defensible choice.
