If you are talking about remote access to a mainframe, what you more
likely mean is a telnet3270-capable 3270 terminal emulator, not a
mainframe emulator. A java-based mainframe emulator would be totally
gross in terms of performance - not to mention that you couldn't legally
run any current IBM mainframe software under such an environment.
I have never used browser-based 3270 emulators because in the past they
haven't gotten very good reviews. Telnet 3270 terminal emulators for
native MS Windows environments tend to not be free, but some are not
that expensive (< $50). If you have to have opensource and free, there
is always X3270 under some flavor of Linux, or somewhat less spiffy,
X3270 under Cygwin under Windows. Works, but tends to be a little
kludgy under Windows.
