I know nothing about Bustech. Does it emulate a VTS or a manual tape system?

Are you running a tape manager such as CA-1 or DFSMSrmm? I am fairly sure that 
they have the concept of "tape pools". You might look here for DFSMSrmm:

Another thought is to use SMS controlled "Manual Tape Libraries" (MTL). This 
segregates tapes based on device number. If the Bustech can put the files 
containing the emulated tapes in a different subdirectory based on the the 
emulated device number (eg. addresses 0600-061F are put in /Bustech/onsite 
whereas address 0620-062F are put in /Bustech/replicate), then you can assign 
each set of addresses to a different storage group using MTL. Then use the SMS 
ACS STORGRUP routine to put the tape dsn in the proper storage group, or select 
the storage group via the UNIT= (i.e. UNIT=TAPE is for on-site, not replicated, 
and UNIT=OFFTAPE is for off site replicated, each mapped to a different storage 
class, which is then mapped to the appropriate storage group, which selects a 
proper device number within the Bustech appliance. This may be impossible.
