I don't understand what you are looking for.  

$DJOBCLASS(*),LONG 
$DSRVCLASS(*),LONG 
$TJOBCLASS(n),XEQCOUT=n

And all can be displayed and change with the SDSF JC command as you wrote.   
XEQMEMBER
takes a JES2 command to change (unless that was added in z/OS 1.12)

$TJOBCLASS(n),XEQMEMBER(abc)=(MAXIMUM=n) 

Isn't SDSF a utility?
