For some values of complexity. In my opinion, what you want with JCL, COND and 
IF is more complex than splitting into two jobs.

BTW, I was pretty sure that you can't achieve your desires. I understood 
COND=ONLY/EVEN as global to the job.

Looking closer in the manual, I see some possibilities. Consider the RUN 
keyword in the  17.1.4.5 Relational-Expression Keywords section of the z/OS 
1.11 JCL Manual. A careful read of this section may get you near what you want.

Also the ABEND=TRUE/ABEND-FALSE constructs. Try nesting the IF/ELSE for 
clarity, not mixing RC and ABEND in the same statement.

I still think two jobs is simpler :)
