That is already being done. As Neal indicated, he has VOL=SER=TAPMAP specified which is not defined to either rmm or the ATL.
What you might try is to change the tapemap to actually contain the true volser (VOL=SER=300007) with STORCLAS=DUPT@SMS (to force the allocation outside the VTS/ATL if 300007 is an SMS-managed volume) and EXPDT=98000 to tell rmm that this 300007 is a foreign tape. If that does not work, hopefully you will get a different EDGxxxx message that will point to a simple solution. Worse case of course is that you will have to follow Greg's advice and either code the EDGUX100 exit or the "OPENRULE command" (not familiar with that).
