Assuming you're vision of this "requirement" is for the application program 
using the VTAM API constantly to be resending the text string so that the 
impression is given that it floats gently over the presentation space surface, 
the protocol on which you need to direct your attention when considering 
permitting the simultaneous keying of characters for sending is neither the 
ISPF environment nor the 3270 data stream but rather SNA.

- If the SNA session is "bound" to allow full-duplex, then "interaction" as 
implied above is possible.

- If the SNA session is "bound" to allow half-duplex ("flip-flop"), 
then "interaction" as implied above is *not* possible. The floating "banner" 
can 
be observed in idle moments but when some work needs to be done, the 
restful image must be arrested with a use of the Attn key.

I'll avoid your needing to riposte that your use of CMS didn't involve SNA by 
mentioning it myself! A raw 3270 pre/non-SNA channel-attached 3270 display 
device connected through a 3272 or one of its successors is inherently full-
duplex so conversational freedom and its potential for concomitant confusion 
reigns.
