Many of the suggestions here appear to be bad (but I haven't tested
them all.) It would be a courtesy if contributors would test their
suggestions before they post them here. It would have at least the
salutary effect of constraining list bandwidth.
I know, I'm a frequent offender myself. But I try, when I remember,
to flwg with "(untested)" my spontaneous code suggestions.
And my own, (half-tested): I have used the z/OS "jar" command to
extract archives FTPed directly from cbttape.org; no desktop
intermediary. They must be further extracted with TSO RECEIVE.
I haven't tried "jar" to create ZIP archives for export. It's
likely to work. Sam and Sam are most likely to know more.
The cbttape.org format is a good protocol to imitate. (Highly
tested by the authors and users.)
