Explanation: The program issued a CHNG call against an invalid PCB. The PCB
was invalid for one of these reasons:
- It was not an alternate PCB.
- It was an alternate PCB, but it was not modifiable.
- It was being used to process a message and had not completed processing
it.

Programmer Response: Check the PCB that was used by the CHNGcall and
determine which PCB should have been used for the call.
