I would expect z/OS overhead across those two releases to be less (on the order of 7-10% less), not more, but your mileage will vary depending on your workload. Note that I don't mean overall utilization would drop from, e.g., 100% to 90-93%. I am talking only about the fraction of the system that z/OS itself uses.
