DISP is always for dataset, not for member.
DISP=MOD for existing member ends with SB14.
DISP=NEW for existing member ends with JCL ERROR (assumed SMS).
DISP=MOD for non-existing member but existing PDS ends with "pds gas".
BTW: I'd suggest you to simply perform some tests - IMHO it's much
better than asking others about it.
