My first suspicion is almost always a firewall issue, very rarely would I suspect z/os. Some firewalls will step in and actively block by pretending to be the remote host. (Literally a man-in-the-middle exploit.)

I'd rather not specify UNRESTRICTLOWRPORTS but that seems to be the only resolution. I've also tried to give the user read access to BPX.SUPERUSER but that does not work either. I can't find any other apars in this area. Any ideas.
