I guess the Fault Analyzer GUI is *not* an ISPF application,
thus the conflict (?)

IMHO, it is a basic MVS rule that if you update a data set allocate
it exclusively unless you can guarantee some other serialization
mechanism, such as the set forth by the ISPF editor and Binder, 
is in place.
