It shouldn't be, especially if back-ups have to complete before sub-systems can come up. If we ran out of window, we had senior IT management and business contacts decide which was more critical: back-up; availability. Sometimes, like during the Christmas shopping season the decision was availability. But, that was mortgaging the future. Recovering without back-ups during your peak season takes longer than during 'normal' times. We never had to run recovery when we made the decision, but I was glad I didn't have the responsibility to make the choice. Back-ups are insurance premiums. If you pay and nothing happens, it's a business expense.
