FWIW, I was able to create an ETR by only entering minimal information in the "Text" box - one sentence, as a matter of fact. I had tried several times to cut-n-paste messages from the batch job, and enter some explanatory messages, but kept getting the "comments field error" message when I tried to submit. So, I tried something different...
