Definitely misremembering. UCBs are not in SWA, they are in SQA/ESQA.
Programs that don't use SWAREQ or equivalent coding to access/manipulate SWA
control blocks will not work with SWA=ABOVE. I can't imagine any modern ISV
product that doesn't do this properly. (But, just because I can't imagine it
doesn't mean it can't happen.) User code is an entirely different story...
