The app person knows their application -  something narrow in scope.
The sysprog's job is to look at the big picture - the entire OS.
The application person isn't expected to understand the OS internals 
and controls like a sysprog (or sysadmin for other platforms).

Don't look at IEFUSI  as "control", look at it as helping or setting a global 
option / default.   The same can be said of many other things on the platform.
For example, DASD (SMS) and security.    The app developer knows what is 
required for their application to be secure, but it's up to the security
people to implement controls that protect the OS on whole or to set 
options that might keep an application from getting in trouble.  The 
app person knows how much space he needs for their file, but may not 
understand how allocating the space will affect other applications running
on the system.  Some control is taken away (like a specific volume to 
allocate) in order to benefit everyone and simplify operations and
maintenance of the entire system.
