The problem is that although when I import the file and it force Hugin to import all the photos listed in the file, no control points between the images are generated. I don't know what you mean with force to import the images, but this indicates probably a problem with your generated pto file. Normally a pto file loads without feedback. And loading a pto files does not generate control points. I also can't find any info in internet for auto generation of control points nor button or menu related to it in Hugin, I can only add manual control points in the Control Points tab. How to auto generated control points?
