I've added tests for this with:
t/default_values/empty_rows_zero.t
t/default_values/empty_rows_zero.yml
and it seems to work fine.
I've tried printing the form out, just to double-check - and there's
no extra row.
If you still have this problem, can you try modifying the test to
demonstrate it?

I commited the changes to this test, so it fails. The point was that
it creates an empty row
if there are no items in the repeatable field.
