That's an uppercase /I18N/ - right? I don't recommend you mess about with individual files with your perl's core @INC directories. If you scroll down to the 2nd email - from me - you'll see that I got the application working properly by following all the points in HTML::FormFu::Manual::Unicode - which I wrote after a lot of work finding out how to use unicode properly with perl. And you still didn't attach the yaml and .conf files - so I can't help you further!
