Just a related note. .. I see this on Windows 10 also. Also, I have encountered similar issues trying to play embedded videos outside of any game just in the Steam client, as well as in the Steam overlay while in-game (TF2), and in MOTD's. This seems to be a problem that recurrs periodically with various updates. Its been happening on and of for at least a year from what I recall.
