I totally agree with that, but I think it's more about what we promised to users than about what we think is the best practice they should follow. For APIs, we probably promised backward compatibility across minor versions. Even if we didn't explicitly promise this, doing otherwise would probably upset users. As to maven coordinates, that's kind of a grey area... I guess that, given users have to change their maven coordinates (the version) when upgrading anyway, the breaking artifact ID change may not be that bad. A bit surprising, but not really harmful.
