Per HHH-10487[1], I want to add an @Incubating annotation to mark APIs that are still incubating. Specifically, what do y'all think of `java.lang.annotation.RetentionPolicy#CLASS` versus `java.lang.annotation.RetentionPolicy#RUNTIME`?
