Interesting read. We do a kind of "30% review" occasionally by submitting "preview PRs" and asking for early feedback; I like the concept as it helps with spotting general design issues early on. You just need to make sure to be in the right "mode" for the different kinds of review, so a PR should make sure to specify which type of review it seeks.
