How many apps do you have installed on Heroku? Once I hit 5 apps, then tried creating a new one, I got this exact same error. So I'm guessing there's a limit on the number of apps you can have.
Try deleting an app (through https://dashboard.heroku.com/apps) and try creating one again in Eclipse.
