It seems that was the problem, but the solution didn't help.  When I went 
to the site, it told me there was nothing to commit, and the plugin files 
were all there.

I ended up deleting those files through the web interface.  Then I added 
them to the git repo locally and pushed the changes.  They showed up fine 
in the system after that.

I then installed a new plugin, and did notice I needed to commit changes 
after that -- and once committed, I was able to pull the content down with 
a git pull, as expected.

So...  Woot!  It works now!  Somehow, playing around with things before, I 
managed to get the plugins to be present in the project on line, but not 
committed...  If I could remember how I pulled that one off, I'd file a 
bug report.  :)
