Well, besides the obvious of putting the entire rest of the makefile in
a conditional:

  STOP = false
    ...
  STOP = true

  # Don't read any of the rest of the makefile if STOP is true
  ifeq ($(STOP),true)
   ...
  endif
  <EOF>
