I don't know which team is likely to pick this up, so it might be worth seeing 
if anyone on guix-devel has an interest when you have the bug number. If you 
can please reference any AWS documentation that supports the need for the 
top-level directories to be in the previous layer.

I haven't been able to find this documented by AWS other than this item on re:Post:

I also checked the OCI image specification; all their examples include all the parent directories, but they don't say outright that this is a requirement. I can see why it might be, though: if the parent directories are missing from the tarball, there's no way of knowing the intended owner and permissions. I guess other consumers of these images just use some sensible default.
