your parentheses are off. Based on what you have there the indentation
should be:

(bootloader
   (bootloader-configuration
     (bootloader grub-efi-bootloader)
     (targets (list "/boot/efi")
              (keyboard-layout keyboard-layout))))

I hope that helps you see which parenthesis is in the wrong spot :)
