The locales are not compatible between versions of glibc, and you probably pulled a big update that updated glibc. So now, you are using the new version, and the guix-daemon is still using the old version. The locales need to be updated for people who are using Guix (that's you) and for the guix-daemon, which runs as a different user (typically as root).
