GNU, in general, does not entertain a concept of services being free or not: https://www.gnu.org/philosophy/network-services-arent-free-or-nonfree.en.html Of course, within Guix we can make our own choices within the FSDG [0]. Since Gnash is free software (and a GNU project!), I think we should offer it. So far nobody has taken the time to package it, probably because Flash sites are steadily disappearing.
