I don't have any references or inside information, but based on my
experiences I think that MIT's PGP keyserver is defunct. I recommend
Ubuntu's, which always works for me:

hkps://keyserver.ubuntu.com

Or perhaps the pool, as recommended in our manual:

hkps://pool.sks-keyservers.net
