I will add that I had to go to IRC to be told:

"The latest official gnunet version (and therefore the latest that the ubuntu 
repos would have) is 0.10.1, but that version came out in 2014 and is more or 
less abandoned as i understand it. most users are currently using either the 
git repo or a prerelease of 0.11.0 which should be released relatively soon."

Assuming this is correct, and assuming you want gnunet to spread beyond 
insiders, I think /somewhere/ on the web page it should say that the package 
installed in Ubuntu 16.04 and 18.04 have been effectively abandoned, and there 
should be some kind of a pointer to where we should go for something that might 
be working.
