Neil, do you get any error output if you run it from the command line? Just yesterday I had a case that cf-serverd was failing to start because of a leftover lock in the cf_lock.tcdb file. I was getting this error when running it: Fatal CFEngine error: Unable to kill expired cfagent process 17720 from lock lock.internal_bundle.server_cfengine.handle.-cfma- 10022.the_server_daemon_5177_SHA=d082ac24433cf937c76521364a337c9750a1df4f97a0329048ffdd6392dcb3fb, exiting this time..
