I do it in the db_install sketch in Design Center:
"base_packages" slist => { "@($(prefix)bycontext[$(context)][packages])"
};
In fact that's how I control "install this list of packages for this
context" in the example JSON files :)
I've got to write up how db_install works one of these days. Not enough time...
