Hello,
I suggest you try with
package_policy => 'addupdate';
since you explicitly specify a version, and I think the addupdate will want to
pick the latest available and perhaps is bailing out on that. I'm not even sure
it is compatible with a pure rpm-based package-method, and was intended for
higherl level managers like yum and apt.
