Hi,
your test prints always the reports regardless whether start_smb is set or not.
So first as a first step use
reports:
start_smb::
"$(sys.date) smb service restarted"
report_to_file => "/var/cfengine/reports/$(sys.host)/smb";
But you can add classes => to command promises also and configure classes bodys
to understand return values.
