I couldn't agree more on items 1) and 2).  These kinds of purely arbitrary 
design decisions (I haven''t seen a single post suggesting that they are good 
or useful decisions) have no place in cfengine.  They

- unnecessarily confuse new cfengine users and irritate experienced users.

- at least in the case of 2), result in significantly more complex workarounds 
or, new cfengine users may simply forgo their requirement.

The response to these issues is always cast in a "protect you from yourself" 
kind of rationalization.  Well, isn't that why we *test*?  There are a million 
ways one could conceivably hang themselves with cfengine and we don't need 
these kind of arbitrary tripping stones thrown in our paths.  Nor do we need to 
spend time and effort creating workarounds for simple tasks that cfengine 
should be capable of performing.

These two design decisions are unnecessary, arbitrary, make it more difficult 
to use cfengine and need to be reversed.

Your items 3) and 4) are valid questions also, IMHO.
