Surely this has to be a bug in cfengine. I, too, keep stumbling across something similar in different contexts. The reference manual only mentions it once, and describes it: "...the value ‘cf_null’ may be used as a NULL value within lists. This value is ignored in list variable expansion." Surely the code of cfengine should avoid this value appearing in any output. And if the internal representation of a list includes it (whether or not as its only member), then any list processing should skip over it. It seems clear that the cfengine promise-keeper is failing to keep its very own promise "the value is ignored in list variable expansion"!
