Subject: hostsseen "notseen" option not finding any hosts

This was working fine for several cfengine versions but stopped working after a
recent upgrade (currently running 3.2.3). Now, "notseen" never finds any
hosts. It should report at least one host not seen. "lastseen" works fine.

bundlesequence => { "notseen" };
}
bundle agent notseen
{
vars:
"hosts_notseen" slist => { hostsseen("1","notseen","name") },policy
=> "free";

Changing "notseen" to "lastseen" works:

R: Not seen client/peer: tiamat...
R: Not seen client/peer: niflheim...
R: Not seen client/peer: triton...
R: Not seen client/peer: banshee...
R: Not seen client/peer: boxcar...

Is this a defect?
