I've heard a lot of good about Rundeck which does just that.
Bear in mind you could also use CFEngine to define your operational
requirements, and only run it occasionally, for example via Rundeck. This is
not what it's designed for but I've seen it used this way a few times
successfully, and it does give you many benefits of CFEngine: convergence,
portable "code", simple mechanism to vary details on a host basis (classes),
lightweight and stable agent...
