All very valid points. My experiences are mostly in development and develop-in-production environments where I simply cannot take 100% control of everything because developers are allowed to make local changes/additions/deletions on the fly constantly. I want to use cfengine to express the rules/promises that I insist on being kept, but I also can't overwrite all the local changes that are happening constantly. What I do with cfengine has to try to merge nicely with everything being done locally. Obviously in cases where there are direct conflicts I want my cfengine promises to win, but I simply don't see how I could express all crontabs across all servers in one place. The sheer extra workload of managing, testing, and rolling out all those one-off changes every day would bury me.
