In some cases you want to read in all promises and select at runtime, because a 
dynamic environment will always require decisions on the fly. Of course that 
does not mean you can't optimize the parsing and updating to limit information 
to a "need to know" basis.

I would just say don't worry too much about this -- unless you have a huge 
policy, you will never be able to see the difference. CFEngine is lightweight 
and fast. Your approach is elegant and follows the recommdations.
